Categorization of Modifiers

I do not know the FG ruleset creation system, but one thing that I see very problematic for GURPS is that unique modifier space. GURPS has a hundred modifiers, grouped by skills, for combat situations, distance, etc. If we could categorize the modifiers, group them in some way, it would be great.

This is not easily implemented without breaking away from the existing CoreRPG framework. The workaround is to prefix all modifiers (eg, Melee:, Ranged:, Martial Arts:, etc).
